2.2  For Whom is this Model Intended?

During the development of the CRYSTAL model, efforts were made to include all stakeholders in the development process. CRYSTAL is a regional planning tool, and as such, it is important to involve all interested parties. CRYSTAL is flexible enough to be used by utilities, regulating agencies, and special interest groups. Since the system being modeled is large and complex, the model is, necessarily, sophisticated. To take full advantage of the model, the user must be familiar with the regional water resource issues and the available alternatives to address them.
