5.2.1  Regional Control Panel

A regional control panel, shown in Figure 5.6, provides links to each of the system control panels and the ability to set input which affects model on a regional scale, such as year of investigation. More information about these options may be found in model description and documentation sections.

Cedar River Habitat Conservation Plan

Activating the Cedar River HCP will instigate the Instream Flow Agreement, which creates binding instream flow requirements on the Cedar River, measured at Landsburg.

Green River Habitat Conservation Plan

(HCP)

When this HCP is activated, it incorporates the following into the model:

  • Muckleshoot Indian Tribe (MIT) Agreement provisions:
  • Larger baseflows at Palmer.
  • Reflect seasonal flexibility at Auburn.
  • Higher baseflow targets at Auburn.
  • Freshet release during the spring.
  • Secondary Water Right withdrawal restrictions in low flow conditions.

HAH Expansion/Second Supply Project

This field may be checked to activate Phase I of the Tacoma Second Supply Project. Phase I expands HAH capacity by 25,000 ac-ft to a storage of 50,400 ac-ft (approximate stage elevation of 1,167 ft). 20,000 ac-ft of the increased storage is allocated for municipal water supply and will be stored during the spring to be released during summer and fall. The remaining 5,000 ac-ft is allocated for low flow augmentation to benefit fish habitat. The supply project also includes the completion of the Tacoma-Seattle Intertie project. This option also activates Pipeline No. 5, which will distribute the additional water supply.

Year of Investigation

This field determines the demand load on the water supply used in the model simulation. The user inputs a Year of Investigation ranging between 1994 and 2040. The Year of Investigation may be input only in the Regional Control Panel. This field may be viewed on other screens, but these fields are "dummy" versions that do not allow input and are for the user's information only.

Note: The model will more accurately reflect the system if the Secondary Supply Project and Green River HCP are implemented together.
