8 Model Description 8.1.1 Everett Water Supply System 8.1.2 Reservoir Operations 8.1.4 Demands 8.1.5 Conservation/Curtailment 8.1.6 Future Sources 8.1.7 Hydrologic Data 8.1.3 Everett Instream Flow RequirementsAs part of the construction of the Jackson Hydroelectric project, state and federal environmental resource agencies and the Tulalip Tribe entered into an agreement with SnoPUD and the City of Everett to ensure that the wildlife and aquatic resources affected by the Jackson Project would be minimally impacted. SnoPUD currently releases flows in excess of minimum instream flow requirements set by the Federal Energy Regulatory Commission (FERC) licensing agreement (Figures 8.6 and 8.7). FERC relicensing is scheduled for 2011 and SnoPUD does not anticipate a change in instream flow requirements. In response to FERC previous licensing requirements, SnoPUD has excellent records of their mitigative efforts for fish species of concern on the Sultan River. SnoPUD and NMFS will review system operations to determine if ESA listing will impact system operations. An HCP has, to this date, not been completed for the Sultan River.
