8.1.5  Conservation and Curtailments

The data used in the conservation and curtailments portion of the model was obtained from the 1994 Everett Water Plan Update.  Everett enacted a 5-year water rate ordinance in 1991 that provides customers an economic incentive to conserve.  Metered customers who use less than 600 cubic feet of water per month received lower water rates.

The city of Everett has also instituted voluntary public involvement, distribution of water conservation kits, and education.  In 1993 the plumbing code was revised to reflect conservation.  The Water Plan Update planned for a conservation audit in 1995, but this information was not available to the authors at the time of this printing.

All of the conservation practices in the Water Plan update were qualitative, and as of yet no demand reduction numbers have been incorporated into the model.

A system of mandatory curtailments for low reservoir elevations was incorporated, to reflect that types of curtailments modeled in the other portions of CRYSTAL.  These curtailment levels are not based on the Everett Water Plan Update.
