2.3  What Can CRYSTAL Do?

CRYSTAL is designed to be a flexible, dynamic simulation model that evaluates a wide range of water supply alternatives. It can answer the following types of questions:

  • What is the safe yield of the current Seattle, Tacoma, and Everett water supply systems?

  • How much does the safe yield increase if Tacoma's second supply project were constructed?

  • What is the average revenue from the Jackson Hydroelectric project, currently, in the future, and if a hypothetical transfer agreement between Everett and Seattle water systems

  • What are the benefits to fish, tribes, Seattle, Everett of a transfer agreement between Everett and Seattle?

  • For specific historical flows, how much water comes from the each river system, how much from groundwater and how much from alternative sources?

  • How will the Green River and Cedar River Habitat Conservation Plans (HCPS) affect Municipal and Industrial water supplies in Everett, Seattle, and Tacoma?

  • What impacts will growing demands have on instream flows and how often are these flows at the minimum flows set by the HCPs and other agreements within the region?
